There is nothing in the HTML 4.01 reference that prevents or hampers a border-collapse: separate table from rendering table rules when rules="all" is specified.

This bug has been reported at connect's IE beta feedback as bug 409470. This bug has been closed by the IE team and will not be fixed for the release of IE 8 final.
